民以食为天,食以民为本。食品是人类赖以生存的基本物质。在改革开放的进程中,我国食品工业不仅面临着空前的机遇,也面对着严峻的挑战。这是因为食品工业的发展还面对着工业过程以外许多新的领域,对外开放中面对着世界各地贸易中的食品质量和价格的激烈竞争;对内的消费领域也面对着许多食品质量安全问题。有些地方的食品安全已成为消费者的“心头大患”。实践证明,解决社会发展中这个新产生的问题,除了要不断提高我国食品领域的科学技术水平外,还必须认真重视食品安全有关的社会管理和国家的法律制度的建设。就国家法律制度建设来说,既要看到现已形成的法律制度建设成果,更要认真分析目前已产生的食品安全法律体系存在的缺陷。在此基础上完善现有的食品法律法规体系和执法的步骤。
People eat fresh, eat the people-oriented. Food is the basic material human beings depend on for survival. In the process of reform and opening up, China’s food industry not only faces unprecedented opportunities, but also faces severe challenges. This is because the development of the food industry is still facing many new areas outside the industrial process. In the course of opening up to the outside world, there is fierce competition with the quality and price of food in the world’s trade. Many domestic food products safe question. Food safety in some places has become a “big trouble” to consumers. Practice has proved that in order to solve this newly arising problem in social development, we must seriously attach importance to the social management of food safety and the construction of the country’s legal system, in addition to continually raising the scientific and technological level in China’s food field. As far as the construction of the state legal system is concerned, we must not only see the achievements in the legal system that have now been formed, but also make a careful analysis of the shortcomings in the legal system of food safety that have emerged so far. On this basis, improve the existing food laws and regulations and law enforcement steps.
