为了贯彻落实国务院关于“转变职能、减少审批”的精神,切实转变政府职能,改进工作方式,提高工作效率,财政部决定废止、停止执行、修改部分涉及企业资产与财务的行政审批事项。现就有关问题通知如下:一、废止下列文件:(一)《国家电力公司投资收益收取使用管理暂行办法》(1999年4月20日财政部财经字[1999]143号发布)。(二)《葛洲坝水力发电厂专项支出管理暂行办法》(1998年1月9日财政部财工字[1998]1号发布)。二、停止执行下列文件中部分条款:(一)《境外投资财务管理暂行办法》(1996年6月6日财政部财外字[1996]215号发布)第四条第三款:主管财政机关审批投资单位境外投资经营情况的年度财务报告。(二)《房地产开发企业财务管理若干问题
In order to implement the spirit of the State Council on “changing functions and reducing examination and approval”, effectively changing government functions, improving working methods and improving work efficiency, the Ministry of Finance decided to abolish the suspension of execution and to amend some administrative examination and approval matters involving assets and finance of enterprises. The relevant issues are hereby notified as follows: I. The following documents have been abolished: (1) Interim Measures for the Administration of the Collection and Utilization of Investment Income by State Power Companies (Issued by the Ministry of Finance, Caijianzi [1999] No. 143, April 20, 1999). (II) Interim Measures for the Administration of Specific Expenses of Gezhouba Hydropower Plant (Issued by the Ministry of Finance, Cai Gong Zi [1998] No. 1, January 9, 1998). Second, to stop the implementation of some of the following documents: (a) “Interim Measures for the Financial Management of Overseas Investments” (June 6, 1996 the Ministry of Finance Caiwai Zi [1996] No. 215) Article 4, paragraph 3: Annual financial report of overseas investment operation of investment unit. (B) "Real Estate Development Enterprise Financial Management of a number of issues
