2004年6月10日,辽宁省人民政府下发了《关于加快养老产业发展的意见》(辽政发[2004]19号)。辽宁省加快发展养老产业,是基于本省城镇人口比重高、大部分城镇老年人有一定收入以及辽宁省加工工业基础雄厚的实际情况,通过发展养老产业,可以创造就业岗位,为解决下岗再就业问题提供新的途径;还可以发挥本省的制造业优势,生产相关产品,调整产业结构,增强经济竞争力;同时通过在大专院校设立相应的专业,建立起专业化的研究队伍和从业队伍。
