上个世纪80年代,中小学校实行的校长负责制无疑极大地解放了学校的教育生产力,起到了“改革先锋”的作用。然而,随着改革的深入,人们发现,昔日的改革举措正在脱离公正、公平、合理的道路上愈行愈远,有些学校的校长负责制已经沦为校长专权制。最近召开的全国中小学人事制度改革工作会议提出,要严格掌握校长任职条件,积极推行校长聘任制,要改革选拔任用方式,切实扩大民主。本期热点话题邀请了部分中小学校长、教师,就我国现行的校长负责制存在的弊端以及改革问题展开讨论,我们也热切欢迎全国广大中小学校长以及教育工作者来信来函就此问题进行探讨,对我国中小学人事制度改革,特别是对校长聘任制度的改革提出宝贵的建议。
In the 1980s, the principal responsibility system practiced by primary and secondary schools undoubtedly greatly liberated the educational productivity of schools and played the role of “pioneer of reform.” However, with the deepening of the reform, people have found that the old reform measures are moving farther and farther away from the just, equitable and reasonable path. In some schools, the principal responsibility system has been reduced to the principal's power of attorney. The recently held meeting on the reform of the personnel system in primary and secondary schools throughout the country proposed that the conditions for appointment of principals should be strictly maintained, that the appointment system for presidents should be promoted actively, and ways of appointment and appointment should be restructured to effectively expand democracy. This issue of hot topic invited some primary and secondary school principals and teachers to discuss the shortcomings of the existing principals' responsibility system in our country and the issue of reform. We also earnestly welcome the communication from the letter letters from the principal and the educators of primary and secondary schools across the country and on this issue. China's reform of the personnel system in primary and secondary schools, especially the reform of the appointment system for principals put forward valuable suggestions.
