面对国际错综复杂的外部形势以及内部的经济下滑压力,传统的需求端的要素驱动模式已难以为继,我国必须实施供给侧结构性改革才能完成实现十三五规划的经济转型要求。本文选取2004-2015年省际面板数据,论证了供给侧改革的必要性与紧迫性,结论表明要素投入难以促进经济中长期增长,供给侧结构创新改革是大势所趋。文章分别从政府制度创新、供给主体创新和市场创新多角度为供给侧结构性改革提供政策建议组合。
Faced with the complicated international situation and the pressure of economic downturn, the traditional demand-driven model of the demand side has been unsustainable. China must implement supply-side structural reforms to meet the economic restructuring requirements of the 13th Five-Year Plan. This article selects the inter-provincial panel data from 2004 to 2015 to demonstrate the necessity and urgency of the supply-side reform. The conclusion shows that it is hard to promote long-term economic growth in the input of factors and the reform of the supply-side structure is the trend of the times. The article provides policy suggestions for supply-side structural reforms from the perspectives of government system innovation, supply entity innovation and market innovation respectively.
