党的十六大以后,基层党代会常任制试点工作进一步扩大,其中湖北罗田是一个具有典型意义的代表。党代会常任制发挥了党内民主,加强了党内监督。实行常任制,建立完善的监督机制是其最核心的要求,这主要体现为党代会对全委会的监督、党代表对县委委员的监督以及党员对党代表的监督。
After the 16th National Congress of the CPC, the pilot work of the permanent representative conference of the grassroots level party delegation has been further expanded. Luotian in Hubei Province is a representative with typical significance. The permanent system of party congresses played an inner-party democracy and strengthened inner-party supervision. The implementation of the permanent system and the establishment of a sound monitoring mechanism are the core requirements. This is mainly manifested in the supervision of the National Committee by the party congress, the supervision by the party representatives of the county committee and the supervision by the party members of the party representatives.
