同志们:广西水利学会会员代表大会暨学术交流会今天开幕了,我代表区水电局向大会表示热烈的祝贺,预祝大会圆满成功。一广西水利学会于一九六一年成立,到一九六六年被迫停止活动以前,曾经做过许多工作,对提高我区水利科学技术水平,促进水利事业的发展,起到了积极的作用。但是一九六六年以后,林彪,“四人帮”推行了一条极左的修正主义路线,进行了十年灾难性的大破坏。他们疯狂反对发展生产,疯狂反对发展科学技术;竭力鼓吹“读书无用论”、“科学技术无用论”;诬蔑科技人员是在走“白专道路”,是“臭老九”,必欲置之死地而后快。在广大科技人员中,有的遭批斗,有的被下放,有的改了行,甚至有的被迫害
Comrades: The Guangxi Water Conservancy Society Congress of Delegates and Academic Exchanges was opened today. A Guangxi Water Conservancy Society was established in 1961 and had done a lot of work before it was forced to suspend its activities in 1966 and played an active role in improving the scientific and technical level of water conservancy and water resources in our region . However, after 1966, Lin Biao and the “Gang of Four” pushed a far left revisionist line and carried out a catastrophic devastation of a decade. They are crazy about opposing the development of production and are fiercely opposed to the development of science and technology. They are trying their best to advocate “useless studies” and “useless theories of science and technology.” They slander that scientific and technical personnel are taking the path of " Death and then fast.
