从区域发展理论创新的角度,提出省区交界地域主体功能区建设存在区域发展理念、区域管理模式、区域利益协调等多方面的障碍。推进省区交界地域主体功能区建设,应遵循整体协调、自上而下、动态调整的原则,从组织协调、生态补偿、政府绩效评估机制等多方面入手,科学设计其运行机制。最后,以湘鄂渝黔边区主体功能区建设为例,对其运行机制的设计进行了深入的分析。
From the perspective of the theory of regional development innovation, this paper puts forward some hurdles such as regional development concept, regional management mode and coordination of regional interests in the construction of the main functional areas at the boundary between provinces and autonomous regions. To promote the construction of the main functional areas at the boundaries of provinces and autonomous regions, we should follow the principle of overall coordination, top-down and dynamic adjustment. We should scientifically design its operating mechanism from the aspects of organization and coordination, ecological compensation and government performance evaluation mechanism. Finally, taking the construction of the main functional areas in Hunan, Hubei, Chongqing and Guizhou as examples, the design of its operating mechanism is deeply analyzed.
