新中国成立40年来,全国水土保持机构的设置处于时有时无,似有非有,似行政非行政,似事业非事业,很不稳定,很不明确的状态;对工作似抓非抓,打打停停,事倍功半,使全国处于边治理边破坏,且破坏远远大于治理,水土流失面积成倍增加,危害与日俱增。建议国家级水土保持机构,应在现有国务院水资源与水土保持领导小组基础上加以充实,变成国务院水资源、水土保持的行政领导机构实体。常设办事机构可由现设立的副部长级办公室承担,其下设秘书处、计划财务处、监察处、治理处和科教处,同时成立水土保持学院和科学院(或研究所)。省地县亦酌情成立相应的水土保持机构。
In the 40 years since the founding of New China, the establishment of water and soil conservation agencies across the country has been changing from time to time. There seems to be no such things as non-administration and administrative non-administration. It seems that the cause is non-business, unstable and ambiguous. Stopping and halting their efforts will make the entire country under the control of the government and destroy it much more than governance. As a result, the area of water and soil erosion will double and the harm will increase day by day. It is suggested that the state-level water and soil conservation agencies should be enriched on the basis of the existing State Council Leading Group for Water Resources and Soil and Water Conservation and become the entity under the State Council’s administrative leading agency for water resources and soil and water conservation. The permanent offices can be assumed by the existing Deputy Ministerial Office with the Secretariat, the Planning and Finance Department, the Ombudsman’s Office, the Office of Governance and the Science and Education Office, and the Soil and Water Conservation Institute and the Academy of Sciences (or Institute). The prefectures and counties also set up appropriate water and soil conservation agencies as appropriate.
