网络是把双刃剑,我们要采取切实可行的措施,既让学生在网络中安全地汲取有益的知识,又能够有效地避免学生上网成瘾。第一,强化社会监管的责任和义务。社会有关部门要进一步加大对网吧的监管力度,对经营者进行强有力的管理,让他们坚决制止未成年人进入网吧,不能赚学生的钱,更不能坑害学生。加强对网络管理的法制制约,加大对网站信息“多、脏、乱”的治理,严厉打击网上“黄”与“黑”的传播。
The Internet is a double-edged sword. We must take practical measures to not only enable students to safely learn useful knowledge in the Internet, but also effectively prevent students from becoming addicted to the Internet. First, strengthen the responsibility and obligation of social supervision. Relevant departments of the society should further increase the supervision over cybercafe and exercise strong management over the operators so that they will resolutely stop juveniles from entering the cybercafé, failing to earn student money and failing to harden students. We will strengthen the legal control of network administration, increase the control of website information, “more, dirty and messy” and crack down on the spread of “yellow” and “black” online.
