近代早期意大利地区的慈善活动从来都没有某个权威组织制定出一个在严格法规之下普遍施行的标准模式,人们在基督教慈善精神的鼓舞下寻找遇到紧急困难状况时解决问题的办法,各类并非由教俗权威直接领导的慈善组织应运而生。此时宗教精神依然是人们进行慈善活动的首要动机,政府同样开始采取一些行动规范本地区的济贫活动,但整个过程中更多的是以个体为单位的社会的独立性起到作用,这为解决福利国家当前所面临的问题提供了新思路。
In the early days of early modern times, charity events in Italy never had an authoritative organization formulating a standard model that was generally implemented under strict laws and regulations. People were encouraged by the spirit of Christian charity to find solutions to problems in the event of an emergency situation. Charitable organizations that are not directly led by the authority of the clergy came into being. At this time, the religious spirit is still the primary motivation for people to carry out charitable activities. The government has also started to take some actions to standardize the poverty-relief activities in the region. However, the independence of the individual-based society plays a greater part in the whole process. It provides new ideas for solving the current problems faced by welfare countries.
