面对农产品相对过剩和我国即将加入 WTO 的形势,党中央和国务院及时作出了对农业结构进行战略性调整的英明决策,农业结构调整成为当前我国农业的主要任务。在新形势下,财政部门应当采取何种财政支农对策?笔者结合工作实践,谈几点看法。
