2011年以来秦州区牢牢把握被列为坡耕地水土流失综合治理试点的大好机遇,紧紧围绕改善生态环境、促进区域经济发展和农民增收三大目标,按照“预防为主、保护优先、全面规划、综合治理、因地制宜、突出重点、科学管理、注重效益”的方针进行了坡耕地水土流失综合治理,项目区水土流失得到有效控制,水土资源得到合理利用和保护,土地利用结构进一步调整,生态环境和农业基础条件明显改善,群众收入大幅提高,实现了山区耕地梯田化、农田道路网络化,初步探索出了“唱水保歌、修饭碗田、念果树经、发产业财”的可持续发展路子。
