Recently, the Jiangsu Provincial Government issued the Guiding Opinions on Scientifically Compiling the Annual Plan of Urban and Rural Construction Projects to Implement Urban and Rural Planning in Accordance with the Law (hereinafter referred to as “Opinions”), which aims to establish scientific plans and collective decisions by guiding the scientific preparation of annual plans for urban and rural construction projects, Democratic decision-making mechanism to promote the implementation of urban and rural planning according to law. This is an important measure taken by the province to effectively safeguard the authority and seriousness of urban and rural planning. The Opinion proposes that the preparation of the annual plan for urban and rural construction projects shall be based on the statutory urban and rural planning of the regional urban system planning, urban overall planning, recent construction planning and relevant professional planning, follow the objective laws of urban and rural construction, and implement the national and provincial relevant plans
