第一章总则第一条为了加强国家出资企业产权登记管理,及时、真实、动态、全面反映企业产权状况,根据《中华人民共和国企业国有资产法》、《企业国有资产监督管理暂行条例》(国务院令第378号)等法律和行政法规,制定本办法。第二条本办法所称国家出资企业产权登记(以下简称产权登记),是指国有资产监督管理机构对本级人民政府授权管理的国家出资企业的产权及其分布状况进行登记管理的行为。

Article 2 The registration of property rights of state-invested enterprises (hereinafter referred to as property rights registration) as mentioned in these Procedures means the registration and management of the property rights and distribution of state-funded enterprises authorized by the state-owned assets supervision and management authorities of the people’s government at the corresponding level.
