今年十月“黄金周”前夕,中央文明办和国家旅游局联合发布了两个文件,一个是“中国公民国内旅游文明行为公约”,另一个是“中国公民出境旅游文明行为指南”。看来咱中国人的不大文明,已经惹得中央着急了。我没有看这两份文件,但是从人家的文章里看到,国内旅游文明的第一条是劝公民不要随地吐痰、乱扔废弃物和在禁烟场所吸烟。这三件事儿,确实不大文明,把它们列为旅游者公约的第一条,虽然滑稽,倒也无可无不可。
On the eve of “Golden Week” in October this year, the Central Civilized Office and the National Tourism Administration jointly issued two documents, one on “Civil Aid for Domestic Travel of Chinese Citizens” and the other on “Guide on Civilization of Outbound Travel by Chinese Citizens.” It seems that we Chinese are not big civilizations, have provoked the central anxious. I did not read these two documents, but from the articles of others, the first article of domestic tourism civilization urged people not to spit, litter and smoke in no-smoking areas. These three things are really not very civilized and they are listed as the first tourist convention, although funny, it is also possible.
