国务院新闻办主任蔡武在2006年12月29日的新闻发布会上宣布:2007年1月起,国务院9部委将推出新闻发言人定时定点新闻发布制度。例行新闻发布会的时间,或一个月一次,或一个季度一次。除国家发改委、劳动和社会保障部、建设部、农业部、商务部、国家林业局、国家知识产权局、气象局和保监会这9部委外,科技部、民政部和交通部等也在积极筹备定时定点新闻发布制度,可能将于今年适当的时间推出。特别值得注意的是,蔡武在发布会上介绍,中央主要部门党务信息新闻发布和新闻发言人工作制度也已全面建立,到目前为止,中纪委、中组部、统战部、外联部、中共中央台办、中共中央文献研究室、中共中央党史研究室等7个党中央部门都设立了新闻发言人。
