一、土地承包纠纷产生的主要原因(一)客观上由于当时时间紧、任务重,不少地方采取简单顺延的办法进行了2轮承包,没有认真解决在第1轮承包过程中形成的各种矛盾和问题,特别是一些农户人口增减和户口迁移等人地矛盾没有得到妥善解决。(二)在填写土地承包合同和土地承包经营权证书时,着眼于当时农户实际耕种的面积,而对在第1轮承包过程中发生的流转情况未加区分,造成错填、漏填。(三)在承包期内违背《农村土地承包法》的规定,延续之前的做法,
