Dean Liu Xingtai graduated from the Department of Health of Tongji Medical University in 1963 and came to the district’s epidemic prevention station in Hengyang City for work hygiene. Twenty-six years later, Hengyang’s labor hygiene and occupational defense work recorded all his footprints. In 1964, he created the first station-level labor hygiene division in the province; in 1969, he established the full-scale laboratories in the middle of the Xiangjiang River - Dongzhou. The province’s first occupational disease prevention and treatment center, the Industrial and Mining Occupational Disease Prevention and Control Institute of Hengyang District, has an occupational health department and 200 occupational beds. From 1977 to 1980, it established a large-scale occupational disease prevention and treatment center. He served as the chief of labor in 1964 and served as the head of the station in 1975. In 1980, he served as the president of the defense institute. He was always filled with workers’ health care and labor; he always thought about what should be done for occupational health and occupational disease prevention.
