省冶金厅、省冶金企业管理协会于三月下旬和四月上旬在南京钢铁厂先后召开了推行厂长负责制单位的党委书记和厂(矿)长座谈会。参加座谈会的有省直属企业和无锡、常州、吴县钢铁厂,南京轧钢厂,南通钢丝绳厂等单位。厅党组书记、厅长韩桂林亲自主持了两次座谈会。会上组织大家进一步学习了《经济体制改革的决定》;中央领导同志的有关讲话;国家经委和省企业整顿领导小组关于实行厂长负责制的意见。推行较早的常州冶金机械厂、江苏冶金机械厂、南京轧钢厂、南通钢丝绳厂等单位介绍了经验,其他企业也交流了准备工作情况。南京钢铁厂去上海学习的同志在会上介绍了上海冶金企业推行厂长负责制的一些经
