《黑龙江史志》1994年第3期刊登了刘金凤、刘希汉同志的文章《“突出地方特色”的提法不妥》(下称“刘文”).文章谈到:“近几年来,在不少领导讲话和学术研讨中经常听到‘突出地方特色’之类的说法.笔者认为这种提法不妥,最低限度是不够科学、严密和准确.正确的提法应该统一到中国地方志指导小组《新编地方志工作暂行规定》上来:‘新方志要详今略古,古为今用,着重记述现代历史和当前现状,力求体现当地环境资源和社会发展的基本面貌,反映地方和专业特点.’‘有些篇目的增删,应体现地方特点.’”刘金凤二同志勤于思考,能够提出问题探讨研究,发表新见解,自然精神可嘉.但理论方面的研究或某一修志要求的表述,主要是用来指导修志实践的,根据多年直接参与修志工作的经验,我们认为“突出地方特色”的修志要求及提法并没有什么不妥.通常所说的突出地方特色,正是要求比较显明地、突出地反映、体现当地有特点的事物,这是修志者义不容辞的责任,也是志书成败的重要标志之一.人们从来也没有那样理解:一提“突出”二字就是要搞什么人为的拔高,让其“鼓出来”.文件上没写到的话就不能说,也未必合适.不否认.某些志书或许有人为拔高的痕迹或彰异溢美的作法,但那是由修志者本身的素质、水平决定的,并不是由“突出地方待
