近期以来,一些文章和谈话使人们感觉到,要求加强国有企业管理的声音甚为响亮,相应地要求改革国有企业包括改革其产权制度的声音,相比之下却不那么响亮了。有些人认为国有企业的产权制度已经够明晰了,没有再明晰的必要。也有些人认为,国有企业办不好,不是产权制度有问题,而是管理不善,只要加强管理,国有企业就可以办好。他们甚至举出了一些办得好的国有企业的实例来证明。有人还指出,国有企业办不好,并不是因为它们是国家所有,而是由于它们承担着各种沉重的负担。更有人强调管理就是改革。从这种种看法中,人们得到的印象是:不是把国有企业的改革,特别是产权制度的改革置于首位,而是突出管理。 这种种看法令人关注,实有商讨的必要。因此,有关专家指出:
In the recent past, some articles and talks have made people feel that the voice required to strengthen the management of state-owned enterprises is loud. Accordingly, the demand for the reform of state-owned enterprises, including the reform of their property rights system, is not loud enough. Some people think that the property rights system of state-owned enterprises is clear enough and there is no need for clarity. Some people also think that if a state-owned enterprise is not well managed, it is not a problem with the property rights system but a mismanagement. As long as the management is strengthened, state-owned enterprises can do well. They even cited examples of well-run state-owned enterprises to prove. Some people also pointed out that state-owned enterprises are not well-run, not because they are owned by the state, but because they bear all kinds of heavy burdens. Some people even stressed that management is reform. From these perspectives, people get the impression that instead of putting the reform of state-owned enterprises, especially the reform of the property rights system, in the first place, it is to highlight management.
