由于历史等原因,我国传统的国有企业承担了后勤服务和职工生活、福利、社会保障等社会职能,而这一现象也存在于部分企业化管理的事业单位。解决好企业办社会职能问题对于提高企业效率、增强企业活力等意义重大。随着国家战略发展,企事业单位应积极应对办社会职能的分离,实现企业单位与职工共赢的平稳过渡。
