黑龙江省人大常委会于1992年8月21日召开新闻发布会,副主任嵇华首先宣布:为贯彻落实邓小平同志南巡的重要谈话和中央政治局全体会议精神,推动我省职业技术教育发展与改革,促进“科教兴省”战略方针的落实,为经济建设和社会发展服务,经省人大常委会第28次会议审议通过,《黑龙江省职业技术教育条例》现予以公布,并从今年10月1日起开始实施。嵇华同志指出:改革开放以来,特别是《中共中央关于教育体制改革的决定》颁布以后,我省的职业技术教育有了很大发展。目前,全省各级各类职业技术学校已达13236所,仅职前中等职业技术学校毕业生累计达65万多人,加上各种形式的短期职业培训,共为社会培
