我国自2003年1月1日起施行《中华人民共和国政府采购法》(以下简称政府采购法),实施多年来基本上达到了预期的目标,但随着政府采购规模的不断扩大,很多存在的问题就暴露出来了,笔者一直担任政府采购专家评委,而且又是采购单位的财务负责人,一直关注政府采购存在问题,探讨政府采购领域发展方向,本文针政府采购的作用和意义,存在问题、如何规范和完善政府采购三方面进行探讨。
