本文在介绍REACH法规授权要求的基础上,分析认为国内可能受其影响的企业主要是“物质”和“配制品”出口商。这些企业在应对“授权”要求方面,最有利的应对手段应该是要求欧盟的产品使用者开展授权申请。
Based on the introduction of REACH requirements, this paper analyzes that the domestic enterprises that may be affected by the REACH regulation are mainly “exporters” and “exporters” of “products”. The most favorable response for these enterprises in responding to “authorization” requirements should be to require EU product users to apply for authorization.
