To encourage youth in Latin America to remain in their hometowns and make a positive contribution to their communities, Governments and civil society must join forces to provide them with social assistance, education and employment opportunities, space for political activities and other forms of public participation. A certain degree of immigration is inevitable, yet the receiving country’s government must recognize that migrants can make a significant contribution to their society and the economy, and should explicitly provide for those who wish to take root in the countries in which they emigrate
