历史上,福建陆上及近海地区曾多次发生破坏性地震,造成人员伤亡和财产损失。上个世纪90年代以来,我省小震不断,中强地震时有发生。新修订的《福建省防震减灾条例》警示我们必须——1997年福建省八届人大常委会第三十五次会议通过了《福建省防震减灾条例》,但是随着我省经济社会快速发展,特别是汶川特大地震发生后,《中华人民共和国防震减灾法》的全面修订,对我省防震减灾条例的相应修改已经迫在眉睫。2013年9月27日,福建省十二届人大常委会第五次会议审议通过了新修订
