经营承包责任制,是近年来流通领域中一种新的管理制度。特别是外贸企业实行经营承包责任制,更是前所未有的。经营承包责任制对促进外贸体制改革,扩大出口业务,调动干部职工的积极性,无疑起到积极的作用。就笔者所在单位——华县对外贸易公司实践来看,已证实了这一点。这个公司于1975年建立,当时的出口商品收购额每年仅3百万元上下。并且连续徘徊多年。1984年进行了改革,推广了经营承包责任制,出口商品收购额增加,并连年增长。1984年完成779万元。1987年达到4853万元,占年计划的15％。去年1至11月份已超额完成了全年计划。达到5655万元,预计全年将突破7千万元。其他管理办法固然起作用,但近年来外贸业务发展快的主要因素是推广实行了经营承包责任制。
