随着社会主义市场经济的建立和企业改革的不断深入,一批国有企业资产与产权发生了变革。资产与产权发生变革的国有企业,档案如何处置,是当前企业档案工作的一个焦点。国有企业档案,是国家档案财富的组成部分和补充成份,为了不使国有企业档案流失和确保这部分档案的完整与安全,1998年国家档案局、体改委、经贸委、国资局联合颁发了《国有企业资产与产权变动档案处置暂行办法》,正确地处置国有企业档案资产的产权与流向。《办法》的颁布,对资产与产权发生变革的国有企业档案处置有了法规依据。山东省档案局自1995年就对转制企业档案工作进行了大量调查研究,并提出企业在改组、改造、改革中加强档案工作的意见。但在实际工作过程中,遇到了许多新情况和新问题。现结合山东的实际,就这一问题,同大家一起研究、探讨。
With the establishment of a socialist market economy and the continuous deepening of enterprise reform, a number of state-owned enterprises have undergone changes in their assets and property rights. The changes of assets and property rights of state-owned enterprises, how to deal with the file, is currently a focus of corporate archives. In order to prevent the loss of archives of state-owned enterprises and ensure the integrity and safety of the archives, the State Archives Bureau, the Restructuring Commission, the Economic and Trade Commission and the State-owned Assets Bureau jointly issued the archives of state-owned enterprises as an integral part and supplementary element of the national archival wealth. “Provisional Measures for Disposal of Changes in Assets and Ownership of State-owned Enterprises” and Properly Handle the Ownership and Flow of State-owned Enterprise Archives. The promulgation of the “Measures” has laid down the legal basis for the disposal of the files of state-owned enterprises whose assets and property rights have changed. Since 1995, Shandong Archives Bureau has carried out a large number of investigations and studies on the restructuring of enterprise archives, and put forward the opinions of enterprises in strengthening the archives work in the reorganization, transformation and reform. However, in the course of actual work, we have encountered many new situations and new problems. Now with the actual situation in Shandong, on this issue, we study together to explore.
