我国市场由国内市场与国际市场两部分构成,协调和处理两部分市场的关系是社会主义市场经济条件下必须要处理的重要问题,二者应是良性转换的互动关系。这一方面需以提高城乡居民消费能力为条件,以随时适应国际市场不断变化的需求,另一方面要逐渐造就国内、国际市场产品需求的同质性。市场的本质是开放,改革也是开放。对中国来说,不仅需要对外开放,更需要对内开放。当前,我们处在结构调整的关键时刻,面临动力机制的调整,即从资金动力为先转向以技术动力为先。这就需要以人力投资与增加消费为条件,重视与扩大国内市场。社会主义市场经济的本质是要不断提高城乡居民的生活水平,让广大人民群众共享改革开放和发展的成果,这就需要不断拓展国内市场,以提升国内市场水平为经济工作的重要目标。
The market in our country consists of two parts: the domestic market and the international market. It is an important issue that must be dealt with under the condition of socialist market economy to coordinate and deal with the market of the two parts. The two should be the interactive relationship of benign change. On the one hand, it is necessary to improve the spending power of urban and rural residents so as to be constantly adapting to the changing needs of the international market and, on the other hand, to gradually create the homogeneity of the demand for products in domestic and international markets. The essence of the market is opening up and the reform is also open. For China, it not only needs to be open to the outside world, but also needs to be open to the public. At present, at the crucial moment of structural adjustment, we are faced with the adjustment of the dynamical mechanism, that is, we shift from capital motivation first to technology motivation first. This requires human investment and increase consumption as the conditions, attention and expansion of the domestic market. The essence of the socialist market economy is to continually raise the living standards of both urban and rural residents so that the broad masses of the people can share the fruits of reform, opening up and development. This requires continuous expansion of the domestic market in order to raise the domestic market level as an important goal of economic work.
