改革开放以来,村民自治制度全面推开,基层党组织由基层单位的行政主体向非行政主体转换。基层党组织在乡村的角色也就必然应从以前的直接统治、管理转变为服务。余庆县作为一个西部欠开发、欠发达的农业大县,农村工作是其重中之重,他们对农村基层党组织建设进行了不懈的探索,在转变基层干部执政观念、拓宽党的群众基础、转换基层干部工作方式、体现党的先进性等方面都取得了较大成绩。这些宝贵的经验是值得我们总结并在更大的范围推广的,以便能在新农村建设中提供宝贵的借鉴。
Since the reform and opening up, the system of villagers’ autonomy has been fully promoted and the grassroots party organizations have been transformed from the administrative bodies of grassroots units to non-administrative bodies. The role of grass-roots party organizations in the rural areas must inevitably change from direct dominance and management to service. As a big undeveloped and underdeveloped agricultural county in west China, rural work is the most important task in Yuqing County. They have made unremitting explorations on the construction of rural grass-roots party organizations, and changed their concept of governing the grass-roots cadres and broadening the mass base of the party , Transform the work style of grassroots cadres, and embody the advanced nature of the party. These valuable experiences deserve our conclusion and are popularized in a broader scope in order to provide valuable reference in the construction of new countryside.
