2008年金融危机以来,世界经济陷入结构性低迷,债务不断累积,经济复苏艰难曲折。这在一定程度凸显全球经济治理体系在治理主体、治理议程等方面的不合理,需要进行调整变革。中国与俄罗斯在全球经济治理体系调整中有着共同诉求,这在圣彼得堡G20峰会与杭州G20峰会都有所体现。随着世界经济的复苏和主要国家间力量对比的变化,中俄两国在全球经济治理体系调整中要进一步深化合作。一方面,两国要在金砖国家机制下加强合作,带动新兴市场国家发展以增强整体实力;另一方面,两国要在*关雪凌,中国人民大学—圣彼得堡国立大学俄罗斯研究中心主任,中国人民大学经济学院教授,中国人民大学国家发展与战略研究院研究员。主要研究方向为俄罗斯经济、国际经济关系。中国人民大学经济学院研究生贺云龙对本文也有贡献。丝绸之路经济带和欧亚经济联盟对接以及大欧亚伙伴关系框架下深化合作,实现战略对接,共同推动全球经济治理体系的变革。
Since the 2008 financial crisis, the world economy has been in a structural downturn, its debt has accumulated and the economic recovery has been difficult and tortuous. To a certain extent, this highlights the unreasonableness of the global economic governance system in terms of governance subjects, governance agenda, and the need for adjustment and change. China and Russia have common aspirations in the adjustment of the global economic governance system. This is reflected in both the G20 Summit in St. Petersburg and the G20 Summit in Hangzhou. With the recovery of the world economy and changes in the balance of power among major countries, China and Russia should deepen their cooperation in the adjustment of the global economic governance system. On the one hand, the two countries should strengthen cooperation under the BRIC mechanism to bring about the development of emerging market countries so as to enhance their overall strength.
