近年来,各级档案部门都在研究讨论如何加强“三个体系”建设,有人认为“三个体系”建设主要是档案局、馆的事,与机关单位档案室关系不大,这种认识是片面的,不正确的。因为国家综合档案馆与机关单位档案室是主体与基础的关系,尽管二者在“三个体系”建设涉及面上不一样,但其宗旨和目的是一致的。为此,笔者就机关单位档案室“三个体系”建设作些探讨。
