国有煤炭企业的改革脱困正进人关键阶段,企业内部的挖潜、改造和规范工作已经取得长足进步。进一步推进企业的改革发展,需要各项配套制度的完善。对企业办社会问题的处理在这些配套要求中显得尤为突出。虽然政府已经出台了很多关于企业办社会问题的处理意见,但由于实践的复杂性、条件的多样性和具体操作的系统性,使待这项改革的进展并不容乐观。办社会问题能否处理好,直接关系到国有煤炭企业改革脱困目标的实现,直接关系到国有煤炭企业今后的成长和发展……
The reform of the state-owned coal enterprises is entering a crucial phase of its reform. The tapping, transformation and standardization within the enterprise have made great strides. To further promote the reform and development of enterprises, we need the perfection of various supporting systems. The handling of corporate social issues is particularly prominent in these supporting requirements. Although the government has issued many opinions on the handling of social problems by enterprises, the progress of this reform is not optimistic due to the complexity of practice, the diversity of conditions and the systematic operation of specific operations.
