The 16th National Congress of the CPC has laid down the grand blueprint for building an overall well-to-do society in our country and efforts to achieve the goal set in this blueprint are the fundamental task for the entire party and the people throughout the country in the first two decades of the 21st century. The “Decision” of the Third Plenary Session of the 16th CPC Central Committee puts forward that in order to adapt to the accelerating international economic and technological progress and adapt to the new situation of building an overall well-to-do society, we must speed up the reform and further liberate and develop the productive forces.
