初识付殿忱局长,便觉得他很纯朴很实在。他来自于农村基层,从苏于沟镇党委书记到县人事局局长,付殿忱的职务有了变化,工作性质有了变化,但他对人事工作却有自己的见解,那就是人事工作在抓好各方面的职能工作同时,要尽力为经济建设服务。1998年7月,付殿忱来到县人事局,他看到有的同志工作涣散,赌博成风,便提出一切向我这个当领导的看齐,一定要端正工作作风。他以身作则,从实际出发,抓好队伍建设,使全局上下在很短时间内就改变了面貌。人事局同志的精神面貌有
