作者简要介绍了《国务院关于取消和下放一批行政审批项目等事项的决定》等系列政策文件,分析了这些政策对造纸行业产生的影响。认为企业投资纸浆项目改为备案制,为制浆造纸项目真正步入科学决策、自主投资提供了有利条件,可最大限度减少以往项目投资存在诸多的隐性风险,有利于规范企业投资,提高投资效率,增加投资信息透明度,便于行业监管和宏观调控。
The author briefly introduces the “Decision of the State Council on Canceling and Releasing a Number of Administrative Examination and Approval Projects,” and other series of policy documents, and analyzes the impact these policies have on the paper industry.
