世纪之交,国务院派出专门工作组进驻广东省潮阳、普宁两市进行出口货物税收专项检查,查出的结果触目惊心。这里发生的涉税案件不仅数额巨大、情节恶劣,而且是遍地开花的连环案、系列案、案中案。个别地方党政、执法部门和骗税分子,在共同利益的驱使下,内外勾结、政企勾结,疯狂骗取国家税款,对抗上级机关的检查。国务院工作组先后近千人,经过一年艰苦、细致的工作,终于揭开了这一地区涉税犯罪的盖子。初步查实虚开增值税金额达323亿元,偷骗税42亿元,其虚开金额6倍于号称“共和国第一税案”的金华税案。发现涉税犯罪团伙约150个,已逮捕犯罪嫌疑人233人,批捕76人。到现在为止,在已经宣判的38起案件65名被告人中,判处无期徒刑以上的就有30人,其中19人被处极刑。

They fraudulently scavenged state taxes and confronted the higher authorities. The working group of the State Council has held nearly one thousand people. After a year of arduous and meticulous work, the cover of tax-related crimes in this area has finally been uncovered. According to a preliminary investigation, the VAT amounting to 32.3 billion yuan and the tax of 4.2 billion yuan were stealing the amount of fraud, which was 6 times the amount of the Jinhua tax case known as the “First Republic of China’s Tax Case.” About 150 tax-related criminal gangs were found, 233 criminal suspects were arrested and 76 were apprehended. So far, of the 65 defendants in 38 cases that have been pronounced, 30 have been sentenced to life imprisonment, of whom 19 have been sentenced to death.
