中国烟草在整个“十二五”期间,将有选择、有重点地搞好一些可调节的、具有一定规模的水源工程,让该项目真正普惠三农,内乡县雲露湖水库被列入国家烟草局2013年援建项目。雲露湖水库建成后,将改善青山河洪涝灾害和农业灌溉条件,提高城市用水保证率,保障沿河两岸人畜生活及乡镇企业用水,确保国民经济持续稳定发展,兴建雲露湖水库迫在眉睫。
