《中共中央国务院关于加快水利改革发展的决定》的出台,为加快水利改革发展指明了方向。落实中央一号文件,推进水利改革发展,是一项长期而艰巨的任务,需要全党全社会统一认识,形成治水兴水合力。为尽早发挥政策效力,确保中央的各项政策落到实处,全国各地掀起了学习贯彻中央一号文件的热潮,一些省份结合本省的省情、水情,以党委、政府名义制定了贯彻落实中央一号文件的实施意见或综合性政策文件。本期摘录了部分省份实施意见的部分内容,同时还约请了部分地方各级领导结合当地实际谈贯彻落实中央一号文件的思路及采取的新举措、新办法。本刊将继续刊登贯彻落实中央一号文件的内容,期待广大读者关注本刊报道,提供相关报道线索,为推进水利改革发展建言献策。
