党的十六大提出全面建设小康社会的战略目标之后,我国政府从今年起把“三农”问题作为工作的重中之重来抓。财政作为我国宏观管理的综合部门,应当充分发挥自己的职能作用, 自觉地为“三农”服务,认真贯彻落实十六大精神。为使广大读者准确了解财政支持农业的政策、财政支农资金的分配活动和支农资金管理等情况,本刊特请财政部农业司的有关专家,作系列讲解。本讲座共分四讲,从本期起,陆续刊登。
After the 16th CPC National Congress proposed the strategic goal of building a well-off society in an all-round way, the government of our country has taken the issue of “three agricultural issues” as the top priority of the work starting this year. As an integrated department of macroeconomic management in our country, finance should give full play to its own functions and functions, serve the agriculture, rural areas and farmers on its own initiative, and conscientiously implement the spirit of the 16th National Party Congress. In order to enable readers to get an accurate understanding of the policy of financial support for agriculture, the distribution of financial support for agriculture and the management of funds for supporting agriculture, we hereby invite relevant experts from the Agricultural Department of the Ministry of Finance to make a series of explanations.
