《中共中央关于教育体制改革的决定》中,以调整中等教育结构,大力发展职业技术教育为题指出:“社会主义现代化建设不但需要高级科学技术专家,而且需要千百万受过良好职业技术教育的中、初级技术人员”。并强调要求“一切从业人员,首先是专业性技术性较强行业的从业人员,都要象汽车司机经过考试合格取得驾使证才许开车那样,必须取得考核合格证书才能走上工作岗位”。在卫生战线专业性和技术性均强的护理队伍中,未经系统培训的人员上岗从事护理工作,是医疗护理质量低的重要因素
