“3·11”东日本大地震不仅给日本宫城、福岛、岩手三县带来了巨大灾难,也对日本的社会、政治、经济造成了重大打击。地震发生几年来,灾区三县按照各自的震后“复兴计划”开展灾后重建工作,并且已经逐步走上了复兴的道路。根据日本复兴厅2013年4月公布的“复兴现状”数据显示,灾区的社会事业、基础设施已经恢复过半。但同时仍有30余万灾民处于避难状态。如何解决灾民避难问题,如何对灾民进行更好的救助成为灾后复兴所面临的一大问题。
The “Great East Japan Earthquake” not only brought tremendous catastrophe to Japan’s Miyagi, Fukushima and Iwate counties, but also hit Japan’s social, political and economic hardships. In the past few years since the earthquake, the three counties in the disaster-stricken areas have carried out post-disaster reconstruction work in accordance with their respective post-earthquake “revival plans” and have gradually taken the road of rejuvenation. According to the “Revitalization Status” data released by Japan’s Rehabilitation Agency in April 2013, the social undertakings and infrastructure in the affected areas have been restored more than half. But at the same time, more than 300,000 victims are still in asylum. How to solve the asylum-seekers’ problem and how to provide better aid to the victims have become a major issue facing the post-disaster rejuvenation.
