《南昌市新型墙体材料开发应用管理条例》是由南昌市人大常委会颁发的一项墙改工作地方性法规。这是继１９９７年厦门市在全国率先通过人大立法，把培改内容写入《厦门市建筑条例》使墙改工作纳入法制化轨道之后，我国第一个由地方人大颁发的专项墙改工作地方性法规。《条例》对南昌市新型墙材的发展作了全面规划，对墙体材料的设计生产和使用等方面都作了严格的规范，同时还对违规行为作了具体的处罚规定，增加了墙改的执法力度。现摘要刊登。我们希望越来越多的城市通过人大立法列入墙改内容，使墙政事业早日纳入法制化和规范化的轨道。
