本文认为治理经济环境,整顿经济秩序,全面深化改革,是一个完整的不可分割的方针。这个方针中的内容是相互规定、互相渗透,你中有我,我中有你,相辅相成的。贯彻这个方针所遭到的一个突出矛盾是“紧缩”和“滑坡”。“滑坡”有三个标志:一是物价持续上涨的同时生产大幅度下降;二是有效供应严重不足;三是财政赤字严重。解决这一对矛盾的关键在于调整经济结构,正确处理加强宏观管理同搞活经济的关系。当前既必须克服在经济发展和改革中急于求成的思想,也必须克服在治理、整顿过程中的急于求成思想,还必须防止向旧体制的复归。治理经济环境,整顿经济秩序,落脚点是要全面深化改革,决不能倒退。
This article holds that it is a complete and indivisible principle to govern the economic environment, rectify the economic order and deepen the reform in an all-round way. The content of this guideline is mutual stipulation, mutual penetration, you have me, I have you, complement each other. A prominent contradiction in implementing this guideline is “austerity” and “landslide.” “Landslide” has three signs: First, prices continue to rise substantially reduced production; the second is a serious shortage of effective supply; third is the serious fiscal deficit. The key to resolving this contradiction lies in adjusting the economic structure and properly handling the relationship between strengthening macroeconomic management and invigorating the economy. At the present time, we must not only overcome the eagerness to seek success in economic development and reform, we must also overcome the eagerness to seek solutions in the process of governance and rectification and must also prevent any return to the old system. To govern the economic environment and rectify the economic order, it is necessary to deepen the reform in an all-round way and must never be retrograde.
