行百里而半九十,这句话可能是对目前医疗保险工作一个最好的概括。中国的医疗保险制度其实是被国有企业改制所逼迫出来的一个产物。随着国有企业的改制,原有的国企医疗保障模式难以为继,城镇职工医疗保险制度也就应运而生。近年来国企改革的深入,财政收入的增强,使得全民医保有了实现的可能,由此城镇居民医疗保险和新型农村合作医疗制度也得以顺势铺开。至此,一个“低水平、广覆盖”的全民医保轮廓渐次清晰。
