“Changning District” “13th Five-Year Plan for Energy-saving and Low-carbon and Climate Change” has been prepared recently. According to the plan, during the “13th Five-Year Plan” period, the Changning Low-Carbon Demonstration Area will be fully completed. By 2018, the energy conservation in Changning will be 33,000 tons, and the energy consumption per unit of added value will drop by 22.5% over 2010.
