2004年以来,河南公安机关按照公安部的统一部署,在省委、省政府的领导下,密切结合河南实际,坚定不移地把侦破命案工作作为推动整个公安工作上台阶的切入点和突破口,以敢打必胜的良好精神状态,扎实组织开展“命案侦破攻坚战”, 取得了明显成效,带动了河南省打防刑事犯罪效能的提高和整体公安工作的跃升。第一,命案侦破成绩创造新纪录 2003年以前,河南省命案破案率长期徘徊在60％至70％之间。2004年,侦破命案成绩实现了历史性突破,全年立现行命案1901起、破1776起,破案率达到93．42%,比过去提高了20—30个百分点;全省有12 个省辖市现行命案破案率突破90%,鹤壁、济源两个省辖市和 102个县级公安机关实现命案全破。2005年,共立现行命案 1734起、破1650起,破案率为95．16％,比2004年提高1．74 个百分点,命案发案数下降8．72％,网上命案逃犯数减少242 人,实现了“两降一升”的奋斗目标。全省18个省辖市现行命案破案率全部达到90％以上,其中12个省辖市达到95％以上,焦作、鹤壁两个省辖市以及114个县级公安机关实现命案全破。2006年,河南省侦破命案工作开局良好,到3月27日, 现行命案破案率即比去年提前40天突破90%大关,截至目前达到90．40％,同比上升3．86个百分点。
