由于我国企业产业结构的快速升级、城市化进程的大力发展和国家有关安全生产法律法规及国家标准的进步,导致一些危险化学品从业单位的危险化学品生产、储存装置和设施与周边社区的安全防护距离已经不符合国家现行有关安全生产的规定,对人民群众的生命、财产安全构成了威胁。2007年,中国化学品安全协会受国家发展改革委员会和国家安全监管总局的委托,开展了关于全国危险化学品企业搬迁状况的调查。
